Ribble Valley flooding debate and the misery caused

This was an important debate about the flooding that happened in the Ribble Valley a year or so ago. A number of members shared experiences and issues were raised, such as the need for early payment of insurance, improving resilience and being better prepared, spreading best practice of the emergency services.  I said that Witney had had some serious flooding in 2007, which affected a great deal of the town;  this was not just a matter of damage to property, which in due course, when the insurance companies pay up, can be rectified; speaking to constituents affected by flooding, the fear and worry of it happening again lives on 10 years and more after the event; that "Misery" is just the right word for it.
